Institutional Structure of the Grama Panchayat

The Grama Panchayat is the basic unit of local self-government institutions. To implement development activities and administrative services with public participation, the Grama Panchayat functions through an institutional structure comprising various components.

1. Grama Sabha

The Gram Sabha is the general assembly consisting of all voters in the Grama Panchayat.

- Discusses and provides opinions on the Panchayat’s development projects, welfare activities, and budget proposals.
- Ensures public oversight of the Panchayat’s functioning.

2. Grama Panchayat Governing Committee

- Consists of ward members elected by the people.
- The Panchayat President is the chairperson of the governing committee.
- The Vice President assists the President and performs duties in the President’s absence.
- Makes policy decisions regarding development projects, financial matters, and service delivery.

3. Standing Committees

The following standing committees generally function in a Grama Panchayat:

- Finance Standing Committee
- Development Standing Committee
- Welfare Standing Committee
- Health and Education Standing Committee

These committees monitor activities in various sectors and provide recommendations.

4. Panchayat Office

- Functions under the leadership of the Secretary.
- Carries out administrative and financial responsibilities.
- Provides various services to the public.
- Offers services such as birth and death registration, licenses, building permits, grievance redressal, waste management, and tax collection.
- Implements public welfare schemes in various sectors.

6. Working Groups and Development Committees

Working groups function in areas such as  General Administration and Finance, Agriculture, Animal Husbandry and Dairy, Development, Local Economic Development, Poverty Alleviation, Social Justice, Gender and Development and Child Development, Scheduled Caste Development, Health, Drinking Water and Sanitation,Education, Arts and Culture, and Youth Affairs, Public Works (including Electricity and Energy), Biodiversity Management, Climate Change, Environmental Protection, and Disaster Management, These working groups assist in the formulation and implementation of development projects.
